FORUM: The Case for Carbon Offsets

Abstract:
In the journal’s inaugural debate Forum, three of the people who have devoted more time than anyone else to considering the role carbon offsets should play in a cap-and-trade program. In the first of three articles, Fred Krupp, the president of the Environmental Defense Fund, makes the case for including carbon offsets in a cap-and-trade program as a means of accelerating cuts in greenhouse-gas emissions. Responding to Krupp, Joseph Romm, a Senior Fellow at the Center for American Progress, argues in the second article of the series that the environmental risks associated with potentially bogus offsets are too high to tolerate. Finally, Jette Findsen, Chris McCall and Michael Mondshine from the Climate Change Services division of Science Applications International Corporation propose a nuanced strategy for capturing the benefits of carbon offsets as a cost-mitigation mechanism while avoiding the risk of illusory emissions cuts.
